In 1945 shortly after completing studies in engineering at the University of Pittsburgh and the Carnegie Institute of Technology, John W. Chapman formed the Chapman Corporation, a Pennsylvania company established to provide construction services to the industrial, commercial and institutional marketplaces.

In the mid-1960’s, a civil construction group was formed to provide our customers with complete mechanical, electrical and civil construction capabilities. In the late 1970’s and early 1980’s additional growth plans put into effect the acquisition of a 14 acre headquarters site, a new advanced engineering center as well as expanded fabrication facilities, all located in Washington, PA.

Currently, Chapman employs approximately 150 management and office staff with 800 to 1,000 trade employees in the field. Our professional staff includes full-time project managers; purchasing and expediting agents; electrical, piping, civil and sheet metal estimators; engineers and draftsmen; and technicians.

Art W. Hathaway, President

Art has over 35 years of electrical and mechanical project management experience with the corporation. he has served on numerous commercial and institutional projects with particular emphasis on industrial jobs.

Starting as a Design/Project Manager, Mr. Hathaway soon became the Vice President of Project Management for the corporation. As the Vice President of Operations, Mr. Hathaway was responsible for virtually every phase of the corporation's management needs from estimating, design and engineering through to installation. Those same responsibilities remain today as President of the company. He has the ability to lead and direct the efforts of his subordinates, and gains respect through his leadership. He is goal oriented, establishes controls and follows up to insure achievement. Mr. Hathaway maintains a positive attitude, analyzes problems well and makes correct decisions.

Mr. Hathaway graduated with a B.S. in Mechanical Engineering from West Virginia University in 1971.

John L. McCarthy, Vice President, Finance

John McCarthy has an extensive background in construction financial management with particular emphasis on cost controls, budgeting, competitive price analysis, forecasting and financial analysis. Mr. McCarthy's strength lies in over 20 years of experience as the single source financial control of construction management projects ranging in size from $20 to $100 million.

Mr. McCarthy coordinates all of the financial transactions between the corporation and its customers. Being the single source financial responsibility for all Chapman projects, customers are able to get concise answers quickly on accounting and reporting matters. Familiar with operations of contracting, engineering and construction firms, Mr. McCarthy develops sound customer confidence and trust in his ability to implement financial programs that allow opportunities for customers. He has set the tone for sound financial management that has translated into measurable increases in opportunity for each division of the company. This encompasses budget preparation, project control and reporting, billing, and systems and procedures that are necessary with Chapman's computerized project cost reporting systems.

Mr. McCarthy received a B.S. in Accounting and Business Administration from Thiel College in 1982.

Richard D. Tomsic, Vice President, Sales/Marketing

Richard Tomsic has nearly 35 years of professional sales, marketing and communications experience. This multi-million-dollar annual performer is responsible for overseeing the overall growth of the corporation through the development of a dynamic sales force that delves into new business development and maintains existing customer relations.

Mr. Tomsic's duties include developing the corporate business plans and programs to attain these goals; analyzing monthly P/L performance, budgets and expenses; and forecasting short-and-long-range planning. His strong organizational capabilities; skills in personnel administration; and abilities in project negotiation and coordination has enabled the company to nearly triple its sales volume in less than 10 years. Other accomplishments include increasing Chapman's Fortune 500 client base with inroads into new market areas such as paper and steel; securing the company's first turnkey furnace rebuild in the glass industry; and obtaining annual multimillion dollar maintenance and construction contracts. These responsibilities, capabilities and accomplishments naturally led Mr. Tomsic into directing the marketing efforts of the company. He has coordinated and set the standards for all the corporation's internal and external communications tools.

Mr. Tomsic has a B.A. Degree in both Economics and Sociology from Washington and Jefferson College, Washington, PA.

Joan A. Chapman, Vice President, Systems

Ms. Chapman has been associated with the organization’s activities for over 35 years. This experience encompasses nearly every aspect of the businesses operations. With such a diversity of projects, Joan recognized the need many years ago for an extensive and sophisticated networked computer system that would link the company’s various reporting functions which include numerous payroll accounts, purchasing, estimating, and account payables and receivables.

A centrally located IBM AS-400-Advanced 36 mainframe system was installed with numerous Personal Computers and Workstations. Additionally, data phone lines were established to keep job sites around the country connected to the central office via modems. Since Chapman’s satellite job site offices change location with each new project, the ability to set up instant remote connections to the company’s main computing power is essential. Currently, Ms. Chapman’s role as Vice President of Systems involves seeking new methods to increase productivity with the use of technology. She oversees daily, weekly, monthly, quarterly and year-end reporting as well as authorizes the purchasing of hardware and software. She coordinates with computer consultants to help the company with assorted installation software and other technical problems.

Joan, who led the organization into the "computer age," has a B.A. Degree in both Economics and Education from Washington and Jefferson College, Washington, PA.

Zero03The management of Chapman Corporation is committed to the concept of Zero-Injury. We believe all accidents are preventable. We, therefore, are dedicated to providing a safe and healthful work environment for all our employees. This is achieved utilizing a "Step Change to Create a Zero-Injury Culture." The success of the Zero-Injury Safety and Health Program depends upon the involvement of every single employee.

Our Safety Program is actively maintained by full-time Safety Director R. Gene Chapman. Chapman's excellent safety record for over 50 years can be clearly attributed to its stringent accident prevention program. The Safety Program was custom-designed to provide a healthy work environment for our employees and those of our clients as well as to minimize the risk of human and economic losses which result in personal injury and property damage.

The company is responsible for employee compliance with all statutes specified in Federal and State Occupational Safety Acts (OSHA) through a plan that includes safety orientations, handbooks, bulletins, newsletters, meetings, surveys, reviews, personal protective equipment and site inspections.

Safety on the job site commences before the start-up of a project. Chapman's Safety Director works closely with client safety departments to assure that their regulations are strictly enforced. A pre-job safety survey is conducted by the project manager, superintendent and safety director when there is a need to develop formal, written safe work practices for unusual conditions or special hazards. Emergency numbers for ambulances, hospitals and doctors are posted in every trailer where there is a first aid kit as well as safety posters pertaining to specific work practices.

New employees are informed at an orientation meeting of their responsibilities in regard to safety with a special emphasis on the particular type of work to be performed and any special hazards. The employee is assigned a safety handbook and required to read it as well as sign a certification acknowledging receipt of it. Additionally, there are safety bulletins issued on an ongoing basis as well as quarterly newsletters to further stress the importance of safety to employees and field supervision.

The handbook contains a general code of safe practices and operations; lifting and material handling; the use of tools, machinery and equipment; mobile equipment and vehicles; guylines, loadlines and slings; and personal protective equipment. It also includes helpful first aid recommendations in cases of non-breathing, severe bleeding, heart attack and unconsciousness.
Certain construction processes performed at various job sites require the use of personal protective equipment when working with hazardous materials. Chapman has implemented Respiratory Protection, Equipment Grounding and Hazard Communication Programs to maintain sites that are free from health hazards.

Safety review meetings are an integral part of the safety program. As part of the weekly construction meetings, safety issues are discussed to instruct employees of unsafe acts or conditions that have been observed which require corrective action. Each accident that has occurred on the site is reviewed with a special emphasis on prevention.

Chapman's full-time safety director makes periodic visits to inspect site conditions, observe construction procedures and ensure compliance with the program. Employees also have a share of the responsibility for safety. Each employee is responsible for their own safety, the safety of their fellow workers and the general public. In all instances where conditions are not covered by the safety program or the assignment is not completely understood, the employee is instructed to obtain specific instructions from their supervisor before proceeding.

Ignorance of a minimum standard for safety is not accepted as an excuse for its violation. Violation of a safety instruction or rule may be followed by disciplinary action (warning, separation or termination) even if the infraction did not result in an injury.

Chapman has not had a fatality throughout the history of the company. This successful safety record is the result of cooperation between Chapman, the client and their employees. Accident prevention is one of the most important elements of any construction project. And, at Chapman, safety is a tradition.
